Lvin Press website on, Monday 27th October 2015, published a news report entitled “The Governor of Duhok has given permission to open two Universities illegally”.

The content of the news talks about opening the branches of both Mosul and Anbar Universities at Duhok province.

As the Ministry of Higher Education and Scientific Research, we believe it is necessary to provide this clarification to the public.

In Ministry of Higher Education and Scientific Research, so far we don’t know anything about opening the branches of those two universities at Duhok province, because we have not grant any permission to open universities and branches of universities; however we will conduct full investigation in terms of opening those two universities at Duhok Province.

If appeared that the news is correct, branches of those universities are opened at those locations as stated in the news, we will take legal actions against them, at the same time, we will send formal requests to the KRG Ministry of Interior and the Governorate of Duhok in order to take the necessary actions against those who gave permission to open branches of both universities.

In the past, many requests have been submitted to our ministry to grant permission to Mosul and Anbar Universities to operate at provinces of Kurdistan Region, but all these requests are rejected by our Ministry, due to the great pressure on our Ministry from a large number of internal displaced students from Shangal, Kurdistan areas outside the control of Kurdistan Region, Christians and Eyzidies. Meanwhile due to the great pressure from our local students, in order not to have more pressure on our universities, and to perform more services to people of Kurdistan, we have given priority to their requests.

Abbas Akram,
The Spokesman of the KRG Ministry of Higher Education and Scientific Research
