Dr. Yusuf Goran: It’s Our Priority Agenda to Electronization the Universities and Ministry

 Dr. Yusuf Goran, the Minister of Higher Education and Scientific Research said, “The project of electronization our universities and ministry is one of the significant projects of our ministry and has started some steps onward.”

This announcement of the Minister of Higher Education and Scientific Research came at a supervision of the meeting number 2 of the Ministry council on May 3rd 2016 at Ministry’s office in the presence of the Universities presidents.

In the beginning of the meeting, Dr. Yusuf Goran pointed to a decision of the Ministries Council about the way of electronization the KRG’s bureaus and said, “For the sake of collecting good information and setting a good program for future, the Ministries’ Council of KRG has decided to make electronization its facilities and bureaus step-by-step.  On Monday meeting of May 2nd, the Ministries Council emphasized fulfilling the decision and the Minister of Higher Education and Scientific Research showed his happiness that his ministry has already started practicing this process.”  He also said that this process is so important to universities, because KRG has the problem of data in general.  He also said, “Sometimes we want to follow reform process, but lack of data issues will be the obstacle on the way of our tasks.  So, if there is not enough information and data, we cannot set a plan and a strategic project to future and we do not know where we are and where we want to go.”

In the continues of his speech, the Minister of Higher Education and Scientific Research said, “It is our pleasure that the majority of universities done their works and stepped some important steps and said that May 19th is the deadline to done their works, because universities determined this date.”

In another part of the meeting, Dr. Yusuf Goran, said, “The Ministries Council approved the suggestion of the Ministry of Higher Education and Scientific Research about increasing revenue, but the processes of fulfilling it is still remaining in which a special committee is working on it.  He also said, “To fulfil this project, we have to make a software program for the process to be done.”  He also said that this makes us have a basic info about the resources which increase revenue.

The Minister of Higher Education and Scientific Research said, “One way of increasing revenue is establishing a corporate company in which the majority of current universities are following this strategy and said this corporate company will be the source of universities’ economy.  In doing this, he instructed the presidents of the universities to work with the private companies to create a corporate company.  Regarding the legal aspect of this project, he said that the law of 1997 permits these types of projects.  He also said that as the minister, he works toward fulfilling this project and fortunately the ministries council has approved this suggestion, as well.

Another important point of the meeting was discussion about a suggestion of the Charmue University about research to increase the scientific qualification of the lecturers and researchers.  This project was approved after some analyzing and synthesizing.  According to the approved project, any type of research will be published in a qualified magazine in which its IMPACT FACTOR has to be above ONE.  In doing this, the research will not be sent again to the thesis supervisor to reevaluate and this is because of time and financial matter in which previously the cost would be spent by the universities
