Dr. Yusuf Goran: Private Universities and Institutes Decrease Tuition

 Dr. Yusuf Goran declared that to fight this crisis, KRG expects from the private universities and institutes from two angle.  They have patriotism and government expects them to consider financial crises of Kurdistan to the point of consideration.

This speech of Dr. Yusuf Goran came up at a meeting with the presidents and deans’ of private universities and institutes of Kurdistan Region.

This meeting was held on Feb 9th 2016 at Ministry’s office with the presence of Dr. Ibrahim Smo, the head of education and HE & Scientific Research committee and Dr. Rewaz Faiaq, the decision maker of the committee and Dr. Muhammad Sabir general director of study & planning at the private universities and institutes of Kurdistan Region.

At the beginning of the meeting, Dr. Yusuf Goran skimmed a brief speech about the financial crises of Kurdistan Region and said, “We, as an academic center want to listen to the private universities and institutes’ opinion and advises to decide on the significant subjects to make the decisions and the time of decision perfect.  The Minister of Higher Education and Scientific Research also said, “The decision of Ministry’s Council is to decrease the tuition of private universities and institutes, but we, as the MHESR wants to carry this decision out by taking advantage of advises and recommendations to decrease the tuition of education for the year of 2015-2016 at the universities and institutes.

In another part of his speech, Dr. Yusuf Goran hailed the role of private universities for accepting a lot of students of high school graduates and teaches them the new way of educations and science.  “It was government that helped universities to stand on their feet.  Since the government has faced this financial crisis, it expects them -private universities and institutes- to support government to pass the crises.  In doing this, they are expected to decrease the tuition because financial difficulties have faced students and their parents.”

In another part of the meeting, the head and decision maker of financial committee and private universities and institutes’ presidents expressed the significant of this step of ministry to know their opinion and suggestions to decide upon the decisions and they suggested some other recommendations and suggestions. 

In the end of the meeting and in a press conference, the presidents of some universities and with presence of the head of education and higher education committee at the Kurdistan parliament, Dr. Muhammad Sabir, the general directorate of education and planning announced the result of the meeting to the media and reporters and said, “Based on the suggestion of the parliament committee for higher education, today Dr. Yusuf Goran, Ministry of Higher Education and Scientific Research supervised a meeting.

In the meeting considering the financial situation of Kurdistan Region, he, with the private universities and institutes talked about how to decrease tuition in a case in which won’t have any side-effect upon the quality of universities and in the end these results came up:

1. Decreasing 10% of the tuition fees at the private institutes for the year of 2015-2016

2. Decreasing 15% of the tuition fees at the private universities for the year of 2015-2016

In doing this, the general director of study and planning at MHESR thanked the private universities and institutes and said that the tuition installment will be the same as it was in previous years in which each year the tuition fees will be five installments.

In another part of the press conference, Dr. Ibrahim Smo, the head of education and higher education at Kurdistan Parliament said, “In a meeting and a discussion which were extended for 2 hours and with the feeling of patriotism and humanity, the private universities and institutes listened to our demand and accepted our suggestions and wished the decision which came in the meeting will be able to help students and their parents financially.

In the press conference, also, some of the presidents of private universities and institutes emphasized that what they can do to help Kurdistan and students in terms of finance, they will not be lazy in fulfilling it.
