Clarification from Ministry of Higher Education and Scientific Research

 The KRG Ministry of Higher Education and Scientific Research released a clarification on office- hours and summer vacation for the ministry’s employees.

Here is the full text of the clarification: 

After the Kurdistan Region has faced the severe political and economic situation, mainly the financial crisis and delay in paying salaries to the KRG employees, from this perspective employees of the other KRG ministries has made complaints to the Presidency of the KRG Council of Ministers that why employees of The KRG Ministry of Higher Education and Scientific Research take Summer vacations?

 

Therefore, the Presidency of the KRG Council of Ministers via formal document numbered (5625) in 8 September, 2014 has asked clarification from our ministry and asked according to what legal basis Summer vacations in the months of July and August are given to our ministry’s employees?

 

Our ministry via formal document numbered ( 20508) in 26 October 2014, has responded the Presidency of the KRG Council of Ministers, that for the vacation of professors it is based upon Article 10, item 3 from the University Service Code Number 23 for the year of 2008.  Regarding the vacation of employees, we clarified that the employees are not receiving vacation, but they are working according to (take turns). This is a administrational norm that was existed before the establishment of our ministry, as Summer vacation of all university students is  in July and August, accordingly administrational affaires would be less, therefore the employees are given on month vacation according to (take turns) working system.

 

 But the Presidency of the KRG Council of Ministers according to document number 7600 in 26 November, 2014 addressed to our ministry clarified that administrational habit is contrary to the Civil Services Code, accordingly employees of The KRG Ministry of Higher Education and Scientific Research are treated like the other KRG ministries. Thus, the KRG Ministry of Higher Education and Scientific Research has decided that such the above-mentioned vacation must not be given to the employees of the KRG Ministry of Higher Education and Scientific Research, accordingly our ministry according to document 13686 in June 23, 2015 has generalized the document of the Presidency of the KRG Council of Ministers.

 

Regarding Summer vacation to professors, we certify professors that this decision is not applicable to those professors who are holding the PhD and Masters degrees and are members from the teaching staff. According to Article 10, item 3 from the University Service Code Number 23 for the year of 2008, professors, like the previous years, can take vacation in the months of June and August.
