The public investment system is designed to support people in all parts of the Kurdistan Region of Iraq using a set of recognized criteria and objectives. The Capital Investment Budget (CIB) is spent on projects related to the acquisition of assets, the construction or renovation of infrastructure, and in some cases the purchase of equipment. The CIB supports projects such as constructing government buildings, renovating roads, developing irrigation projects, providing education and training services, and providing public utilities, among others.

The General Directorate of Capital Investment Budget (GDCIB) at the Ministry of Planning has set the objective of modernizing the budgeting process of Capital Investments in order to ensure that the enhancement of the process and the use of public resources will continue supporting the development of the Kurdistan Region of Iraq and the accomplishment of the Regional Development Vision for 2020.
One of the main challenges moving forward is for the Kurdistan Regional Government to continue to expand economic opportunities and promote resource management with adequately planned public investments. The public investment system and the work done at the GDCIB is critical in supporting more than 5.2 million people who are estimated to live in the Kurdistan Region of Iraq, and to support continued growth.
