- Born in 1964 in Erbil.
- Obtained his undergraduate degree in English Language and Literature at the University of Mosul in 1986.
- Received his graduate degree in Development Studies in 1995 at the University of Bath in the United Kingdom.
- Completed the Executive Programme for senior managers in government at Harvard University’s Kennedy School of government in 2001 in the United States of America.
- Minister Bakir joined the KDP’s International Relations/Public Relations Office in 1991 and served as the Kurdistan Democratic Party (KDP) Public Relations Officer from 1996 to 1999.
- Mr Bakir served as the KRG Deputy Minister of Agriculture and Irrigation from 1999 to 2002 in the 3rd KRG Cabinet.
- Later in his career, he was appointed as a Senior Adviser to the KRG Prime Minister Nechirvan Barzani from 2002 until 2004.
- Mr Bakir was appointed as a Minister of State in the KRG’s 4th Cabinet.
- In the 5th KRG Cabinet, Mr Bakir was appointed as the first Head of Department of Foreign Relations with ministerial rank in 2006, until the end of the 8th KRG Cabinet.
- Mr Bakir played a significant role in strengthening relations of the Kurdistan Region with the international community at all levels, as well as promoted and encouraged cultural and educational exchange programs, scholarships, and capacity-building and Human Resources Development programs designed to benefit Kurdistan’s youth.
